Swift Cruise is a subsidiary of Opulence Management Limited, a government-recognized building surveying consultant. Built on its professional foundation, Swift Cruise specialises in drone inspection services and AI-based analysis systems.
Through compliant drone operations and AI image analysis, combined with building surveying expertise, Swift Cruise delivers safe and accurate building inspections. The system is co-developed by professional surveyors and technical team for building surveying and building safety applications, and is suitable for residential, commercial and public buildings.
We are listed on relevant consultant and qualified personnel registers of the Buildings Department, Architectural Services Department, Urban Renewal Authority and Water Supplies Department, and operates in compliance with the Civil Aviation Department’s requirements. Inspection reports are reviewed and signed by Authorized Persons (AP) to ensure compliance with applicable regulations and standards.
In addition, Swift Cruise is included in the Construction Innovation and Technology Fund (CITF) Pre-approved List, enabling clients to adopt innovative technologies more cost-effectively. With an integrated workflow and strong professional background, Swift Cruise is committed to enhancing building safety, reducing manual inspection risks, and supporting the intelligent and sustainable development of the construction industry.

Mr. Kwok Chi Wah, Andrew
Founder
Founder of Swift Cruise, is a Member of the Royal Institution of Chartered Surveyors (RICS) and a Fellow of the Hong Kong Institute of Certified Property Managers (HKICPM). With over 30 years of experience in the construction and property management industry, he has extensive expertise in building inspection, maintenance, rehabilitation, and asset management. Mr. Kwok has led numerous large-scale building inspection and maintenance projects across Hong Kong. He is also actively involved in public and industry service, promoting building safety, urban renewal, and Greater Bay Area collaboration. He currently serves as Chairman of the Hong Kong Small and Medium Enterprises Association, Permanent Honorary Chairman of the Hong Kong Registered Contractors Association, and a Founding Member of the Greater Bay Area Low-Altitude Economy Alliance. He is committed to advancing digital transformation in the construction industry through drone technology, AI, and smart inspection solutions.
Mr. Lam Siu Tong
Director
Former Deputy Director of the Buildings Department, with over 38 years of service in the HKSAR Government and extensive experience in building safety regulations and statutory approval procedures. Registered Professional Surveyor (Building Surveying), AP(S) under the Buildings Ordinance, RI(S) of the Buildings Department, and a member of the HKIS (Building Surveying Division). Previously led Buildings Department teams in formulating and implementing policies relating to the MBIS, building safety, and minor works, with extensive experience in building control, licensing applications, and statutory submissions. Also acted as AP and consultant for landmark redevelopment projects including K11 Musea, The St. Regis Hong Kong, and Kings Hotel. Provides operational support and advisory services for company projects, assisting clients in building safety and statutory compliance.
Mr. Lau Kai Wing, Kenneth
Managing Director
BSc in Building Surveying, University of Salford. Registered Professional Surveyor (Building Surveying), AP(S) under the Buildings Ordinance, RI(S) of the Buildings Department, and QP under MWIS. Also a member of the HKIS (Building Surveying Division and Property & Facility Management Division), and the RICS. Actively involved in the company's business strategy and has extensive experience in inspection, maintenance and renovation works for government properties, commercial buildings and schools. Also provided whole-process engineering consultancy for large-scale projects, covering project planning, coordination and project management. With professional knowledge in building inspection, maintenance planning, licensing applications, and statutory requirements, provides clients with reliable professional advice.
Mr. Wong Man Kuen, Jason
Director
BSc in Building Surveying, University College of Estate Management. Over 10 years of experience in government building inspection projects under the ASD. Scope of work covers building surveys, report preparation, tender document preparation, and project coordination with clients, contractors, and government departments. Also experienced in private-sector projects, including aging building surveys and pre-handover inspections. Has participated in inspection, alteration, and maintenance projects for various government buildings across Mid-Levels, The Peak, Lantau Island, the North District, and other areas. Recently involved in drone-based inspection and infrared thermography surveys, combining building surveying expertise with smart technologies to deliver safe and efficient inspection support.
Mr. Guan Hong Bo, Kenny
Chief AI Officer
BSc in Intelligent Science and Technology, Jinan University. National Senior Artificial Intelligence Trainer and a CSDN Certified Expert. He has extensive experience in AI, big data analytics, and digital transformation, having participated in major projects for leading enterprises including Danone, GAC Honda, and GAC Toyota. As the Lead R&D Director at Swift Cruise, Mr. Guan leads the development of the company's AI-powered smart inspection system, integrating artificial intelligence, big data, and computer vision technologies into building inspection. He also drives the advancement of drone surveying and AI-based defect detection solutions, improving the efficiency and accuracy of building inspections.
